EPA Releases Responses to External Peer Review Comments on “Report on the Social Cost of Greenhouse Gases: Estimates Incorporating Recent Scientific Advances"

(Washington, December 2, 2023)

EPA has conducted an external peer review of the “Report on the Social Cost of Greenhouse Gases: Estimates Incorporating Recent Scientific Advances.” This report was included as supplementary material to the Regulatory Impact Analysis for EPA’s December 2022 Supplemental Notice of Proposed Rulemaking, “Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review” (Docket ID No. EPA-HQ-OAR-2021-0317). The peer review followed the guidelines set forth in EPA's Peer Review Handbook 4th Edition, 2015.

The EPA has considered the peer reviewer comments and recommendations and has modified the report accordingly. EPA has prepared a response to comments document to indicate how the peer review shaped the final report.

Components of the Peer Review Process:

  • Peer Review Panel Details
  • External Review Draft of Report on the Social Cost of Greenhouse Gases: Estimates Incorporating Recent Scientific Advances
  • Charge questions submitted to the peer reviewers
  • Peer Review Meeting: A public meeting of the expert panel was held from 1-3pm EDT on March 29, 2023 (meeting announced on March 8, 2023).
