Summary of Wallula Particulate Matter (PM-10) Maintenance Plan

Background

The Wallula, Washington, area was designated nonattainment for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.

The area was later redesignated as a serious nonattainment area on February 9, 2001 (66 FR 9663 (PDF)).

On May 2, 2005, EPA approved the Wallula PM10 attainment plan (70 FR 22597 (PDF)).

On March 29, 2005, Washington submitted a maintenance plan and request for redesignation to attainment for the Wallula PM10 nonattainment area. EPA approved the maintenance plan on August 26, 2005 (70 FR 50212 (PDF)).

On November 22, 2019, Washington submitted a second 10-year update to the maintenance plan for the Wallula PM10 area. EPA approved the second 10-year maintenance plan update on May 1, 2020 (85 FR 25303 (PDF)).

Summary

The plan relies on a control strategy that focuses on the control of fugitive dust from agricultural sources and a composting operation to assure attainment of the PM10 National Ambient Air Quality Standards (NAAQS).

  • Washington Department of Ecology Administrative Order No. 13AQ–E526 for Tyson Fresh Meats, Inc. (formerly IBP, Inc.) dated April 16, 2016, except provisions outside the scope of the maintenance plan. See 40 CFR 2470(d) for the excluded provisions.
  • Washington State Department of Ecology Air Operating Permit for Packaging Corporation of America (formerly Boise White Paper, LLC) Permit No. 0003697, dated April 1, 2018, the following condition only: P.1 (“Particulate-fugitive dust”) of item P (“Landfill/Compost Operation”).
  • Washington State Department of Ecology Administrative Order for Boise Cascade Corporation, Wallula Mill, Order No. 1614-AQ04, dated August 19, 2004 and effective September 15, 2004, the following conditions only: No. 1 (“Approval Conditions”) and Appendix A (“Dust Control Plan” for Boise Paper—Wallula Mill, “Landfill and Composting Areas”) dated February 18, 2004.
